Is The AIDS Epidemic ‘Leveling Off’ Or Is There Still a Crisis?

The United Nations is stating due to less reported cases of HIV and AIDS as of last year, they claim the epidemic of AIDS has leveled off. We are pretty concerned that even if less new cases are reported, are people getting treated for the disease as well?
